we have noticed that our basement was built 11 cm (4.3 inches) higher than planned. In the plans we signed, everything was fine, but in the construction drawings, which we only received after work began, the basement is now 11 cm (4.3 inches) higher. We already need to add a lot of soil around the house, and now that will be even more. Can we expect any support from our construction company in this matter?

You should clarify this in a direct conversation with your site manager, architect, or contractor; somewhere a mistake must have occurred in the plans used for construction. This is where you should address the question: "how do we resolve this?"
It’s not just about the cost of the additional soil, but also whether raising the building by 11 cm (4.3 inches) still complies with the maximum eave and/or ridge heights according to the zoning plan/building permit.
So it’s advisable not to delay this discussion too long 😉
