ᐅ Terrace on a split-level foundation or adjustable pedestal supports?

I am currently planning the terrace for our new build and wanted to ask about experiences with pedestal supports.
We have about 17cm (7 inches) of space available (gravelled and compacted) and are considering using pedestal supports with a rail system. Unfortunately, I find very few experience reports (mostly balconies). The planned area is about 40m² (430 ft²). We are planning to install tiles measuring 60x60x4/5cm (24x24x1.6/2 inches), depending on our final decision.
The advantage is that I could handle the entire installation myself, as I am familiar with these systems from industrial applications. My only concern is that pests (mice, insects, wasps, etc.) might settle underneath :/
Has anyone installed a terrace of this size with such a system and would recommend it or perhaps advise against it?
The alternative would be to add more gravel and then lay the tiles with mortar, but I would have to have that done by a contractor.
