ᐅ Surveyor, civil engineer, or architect – sewage system?

Hello,
I’m new here and have my first question:
I have a plot of land that is half already developed. I would like to build a new house on the other half. For this, I need to lay a wastewater and stormwater pipe across the entire property to connect to the existing wastewater sewer where the current house drains (this means about 30 meters (100 feet) of pipe plus an inspection chamber). The wastewater authority has already approved this.
They also informed me that the sewer is about 1.70 meters (5.6 feet) deep. If I calculate a 1% slope and take the terrain slope into account, I end up with about 0.7 meters (2.3 feet) depth at the new house location. Who can tell me exactly how the house construction and connection will work? Do I need to move the house, raise the ground level, install a lift station, or something else? Will the architect of the new house handle this (although I’m not that far in the planning stage yet – still doing a feasibility study), will a surveyor hired by the wastewater authority take care of it (even though they don’t know the required foundation level of the new house), or will it be done by a civil engineer or contractor specialized in groundworks...?
