Until now, I have only been a silent reader, but things are getting serious.
So, my first question is how you would assess the following offer for surveying services.
Item 1: Site and elevation plan
Item 2: Site plan for the building permit / planning permission
Item 3: Setting out / staking out
Item 4: Building survey after completion
Total price: €1,700 gross
We are building an urban villa with an attached garage/office extension – approximately 200 m² (2,150 sq ft) of living and usable space, near Dresden.

I would suggest simply reading the fee schedule, which also regulates what is billed according to the fee schedule... a building staking is a service under the HOAI and can cost a lot or a little.

We paid about 1400 euros for the surveying as part of the construction project and about 300 euros for the building survey according to the fee schedule.

@martinkl: I am not familiar with the fee schedule in Saxony, but you would not get these services, or only with great difficulty, in North Rhine-Westphalia. Of course, there are "number crunchers" among publicly appointed surveyors as well, but €1700 gross (approximately $1800) is not too much for this package.
Still, it might be worth obtaining two more quotes; just make sure that the services are listed and specified separately and comparably.
However, I don’t think there is much room for negotiation. The cost for the building survey alone in Saxony (source just googled, not verified for currentness) is €860 gross (approximately $900). This means the remaining services would cost €840 gross (approximately $880), even though, based on experience, these usually require more work.
