can someone explain how it works with the utility conduits? On one hand, there is the multi-utility house entry, and on the other hand, there's the use of PVC sewer pipes (known as KG pipes in some regions), right?
That means 3 or 4 pipes are installed side by side in the foundation slab and extended outside. The actual cables, such as the power cable from the house connection pillar or the telecom cable, go inside these pipes. The company responsible for the drinking water supply provides a separate flexible conduit specifically for that purpose. Inside this flexible conduit lies the blue drinking water pipe.
Does this (green) flexible conduit then also need to be installed inside a PVC sewer pipe? In other words, does the blue drinking water pipe go inside the green flexible conduit, which in turn goes inside a PVC sewer pipe?

I think the simpler approach here would be to contact the network operators directly.
In my area, one network operator coordinates the connection of all utilities. Only multi-utility entry points are accepted; no network operator will commission any self-made PVC pipe modifications in new buildings anymore.

But that doesn’t really matter here. The electricity provider has installed the power pole at the property boundary. The rest is “not their concern.” The company responsible for waterworks is installing a green flexible hose for the drinking water line; only telecommunications remains, there is no gas.
The utility providers here leave immediately when they see the KG pipes and send you a bill of 200€ for the travel costs. They only return once a) the 200€ have been paid and b) you have installed a multi-service pipe.
Being confident in their half-knowledge combined with an attitude of "it's none of your business" is a sure recipe for delayed construction progress.
