Quick question,
I have a plot of land that needs to be filled by about 1.50 meters (5 feet). Do I now have to make my strip foundation 2.30 meters (7.5 feet) deep (80 cm [31 inches] frost protection + 1.50 m [5 feet] filled soil)?
A basement is not an option for us because of the location of the plot.
How would you handle the strip foundation in this case?

80 cm (31.5 inches)! It’s about a frost-free foundation below the slab, so your idea doesn’t matter here.
Our strip foundations are about 2.2 m (7 ft) deep. The reinforcement is basically hooked in at the top and then fully filled with concrete. For us, it was more of a "can do" scenario; we wanted to be on the safe side. The excavation contractor said "it’s not necessary, this is fine," but the soil report recommended going an additional meter (about 3 ft) into the next layer. However, we did not add an extra slab.
I think it cost around €2500 more for the concrete, so it wasn’t a big deal.

A basement is not an option for us because the location of the plot does not allow it. If I were you, I would first clearly lay out the facts, since there are quite a few people reading here who could seriously help:
Having to fill one and a half meters (about 5 feet) — especially if that means foundations one and a half meters higher — is in itself a situation where it is important to separate fact from interpretation, and that can have major cost implications.
Building a basement with 2.30 meter (7.5 feet) high walls but only omitting the floor and the non-load-bearing interior walls is, first of all, a guaranteed cause for loud laughter; even the mayor of @goalkeeper would get the joke. And to then say that the location of the plot does not allow for a basement tops even that joke by a long shot (or should I say “basement deep”?). *ROTFL*cantstandit*
By the way, why exactly should a plot of land “not allow” a basement because of its location? I have never heard of a minimum site coverage ratio or similar rule forcing a plot to be filled entirely with above-ground storage rooms. So please enlighten me; I’m always happy to learn something new!

The frost protection level always refers to the new finished ground level. However, the newly filled soil must also be properly compacted to reliably support the load of the house.
If necessary, an option with 1.5 meters (5 feet) of lean concrete under the strip footings could be considered to reach stable layers again.
In general, I find 1.5 meters (5 feet) of fill (the entire footprint of the house?) quite ambitious. Personally, I would consider that too risky!
