ᐅ Storm anchors for fence construction: Which side of the fence?

nadam1Hello, I want to build a 20-meter (65.6-foot) long wooden fence on top of an existing concrete wall. I will use prefabricated wooden panels measuring 180 x 180 cm (71 x 71 inches). The posts will be fixed with screw-on H-anchors.
Since the panels are quite dense and the wind here can be quite strong, I have been thinking about adding storm anchors. I THINK they should be installed on the side of the fence where the wind does NOT come from, to stabilize the posts through counter-pressure.
But that would place me on the neighbor’s property... and they probably won’t be happy if I want to pour 30 x 30 x 80 cm (12 x 12 x 31.5 inches) concrete foundations for the anchors over there…
Is it possible to place the storm anchors on the windward side so they “hold” the fence posts?

hampshire20 Mar 2019 00:42You can stabilize the fence either by tension or by compression. Both methods are possible. It's just a matter of the technique used.
