First of all: for our construction project, we need to build a retaining wall next to the neighboring property.
When hiring the structural engineer, this was fully known and discussed. He then nearly tripled the costs for the structural calculations, citing a “complex and difficult construction project.” This was in May of this year. He received the requested soil report in June and has done nothing since.
In his proposal, he states that he will calculate/confirm the structural safety (not specified in detail).
Now, at the end of August, we are told that the retaining wall must be confirmed by a separate geological stability report, which he cannot provide. The retaining wall means that we can build on a normal single-family house foundation.
We wanted to start the project two months ago. Without informing us, he contacted the geotechnical engineer behind the scenes, kept us in the dark about timing, and forwarded all documents without our consent. In effect, he imposed a contract on us. For now, I will refrain from commenting on the violation of data protection laws.
Now we have to pay an additional 2,000–3,000 euros and have a two-month delay in the project start due to his delays.
Is it normal that a structural engineer cannot provide this kind of verification? Can they drive up costs beforehand and then just leave the work incomplete? Who is responsible for covering these additional costs? Has anyone experienced a similar situation?

If he wanted money from me for a job I didn’t explicitly authorize, he could wait a long time, and I would look for another contractor. Unfortunately, communication is absolutely terrible with many parties involved in house construction.
Otherwise, costs with another contractor would not change, so you probably won’t be able to avoid them. I can only guess what is meant by the "geological stability certificate," but the structural engineer alone would really not be the right provider for that.
