ᐅ Staircase planned, foundation or how should I proceed?

Greetings,

I am currently building a staircase in my garden using hollow concrete blocks, but I am unsure whether I need to create a foundation and how to proceed.

I have 7 pieces of reinforcing steel, each 1.5 meters (5 feet) long, and the staircase is planned to be 2 meters (6.5 feet) wide. Twelve hollow blocks, each weighing about 30 kilograms (66 pounds), will rest on the ground.

For the steps, I am using 2 or 4 curb stones to create 2 steps, each 2 meters (6.5 feet) wide.

My question is: Should I make a foundation? And how should I do it? I have 80 kilograms (176 pounds) of cement, 40 kilograms (88 pounds) of concrete mix, and stones about 1–4 centimeters (0.4–1.6 inches) in size, probably around half a ton. The ground is quite muddy and soft. The reinforcing steel I have has a diameter of 10 millimeters (0.4 inches).

I have never made a foundation like this before, so I don’t know if I need formwork or something similar.

Excavate and fill with coarse gravel (grain size 0-45 mm (0-1.8 inches), for example). Don’t forget to compact it properly, don’t just pour concrete in. It’s better to mix the concrete directly from sand and cement, making it damp, not fluid, and compact it thoroughly. The mix ratio is 1:4 (cement/sand). For a strip foundation of 1.5 m (5 feet) length and 45 cm (18 inches) width x 2, I used about half a ton of sand and the same amount again in gravel. That was only 45 cm (18 inches) deep because I couldn’t dig any deeper due to the rocky ground underneath. Formwork was added on the above-ground part since I needed to level a slope. Cover the fresh concrete with plastic sheeting to prevent it from drying out, otherwise cracks may occur. All this is without guarantee, as I’m not a landscaping professional. But this is how I did it for my front entrance stairs.
