Hello,

at the moment, it unfortunately doesn’t make sense to sow grass seed.
When do you think would be the right time to establish our lawn?

You already know my opinion. You have clay soil. If you want to sow in September, you need to mechanically loosen it by digging, mixing in sand, and adding a layer of topsoil. This should be done in September, then sow.

Alternatively: Leave the clay as it is, let it freeze once during winter, possibly scatter lupine seeds on it. Dig or cultivate it in March-April, then have it tilled evenly. Sow in May 2019, directly into the clay. If there are lupines over the winter, you might need to apply glyphosate beforehand. The dryness should be over by then, at least in the northern regions.

By the way, someone in the USA has finally succeeded in suing for millions in damages due to cancer.

If you work for a contractor and spray large amounts of glyphosate on fields for many days a year, then I believe the cancer risk. If you do this once in your lifetime as a home builder, I consider that to be exaggeration.
Glyphosate in large-scale agriculture is also harmful to bees; on 300sqm (approximately 3200 sq ft) of new construction land, it is negligible.

Regarding the actual question: sowing can theoretically be done throughout the warm season. Neighbors have also sown during intense heat. It works well, you just need to water thoroughly. With a well or a submeter for water usage, this can be done without significant extra cost. Otherwise, using a weed killer beforehand is certainly worth considering. Especially in new development areas, the soil is often heavily contaminated with local weeds. Unfortunately, horsetail (Equisetum) cannot be eliminated this way...
