Has anyone here built a house without a basement on a slope? I would appreciate some pictures to get a better idea. We have an elevation difference of about 5 m (16 feet) from the street to the property boundary, which is approximately 25 m (82 feet) away, and the finished floor level (FFL) is planned to be 1.66 m (5.4 feet) above the street, with the garage 0.5 m (1.6 feet) lower.

I would leave out the kitchen island and place the dining area directly in the kitchen. That way, you have plenty of space between the cooking/dining area and the living room.
If the kitchen island is absolutely necessary, reduce its size. Do you really need the bar? It takes up about 1 meter (3 feet) in the dining area, even though there is a proper dining table just 1.5 meters (5 feet) away. No, we actually don’t want the bar, since as you say, the dining table is already 1 meter (3 feet) away.

Could it be that we are not actually dealing with an architect here, but rather with a general contractor’s draftsman (and that the fee is more of a charge for planning services, intended to receive a customized design instead of the catalog model "Kevin 160")?

I would have suspected the same. The first solution is just useless. The second one, well... Why does the designer create a townhouse style when the client wants a pitched roof?
