I just need some independent opinions on our floor plan. So far, there have been no meetings with construction companies and therefore no price estimates.

In the end, you need to decide for yourselves, but I think the hallway area is clearly too large. The design could also work with a spiral staircase, which would actually be easier to implement and save more space than a straight staircase. A straight staircase is simply designed for a straight hallway.

This way, you could also create equally sized children's rooms on the upper floor. What kind of roof will the garage have? What about the suggestion to include a basement given the slope of the site?

Unfortunately not. These details are especially important:

Personal budget limit for the house, including fittings: We prefer not to discuss unrealistic plans. The image quality is too poor, but it looks like the exterior dimensions are roughly 13m x 10m (43 feet x 33 feet), and the exterior wall does not even meet the required 40cm (16 inches) thickness.

Slope: see the attached picture – where is the road? How large is the building site? Dimensions are crucial on a slope. Are you planning to add 2m (6.5 feet) of fill? Have costs for that already been accounted for?

Let the professional handle the planning first. They are trained for this and you will have to pay them anyway.
Planning on a slope as a layperson is nonsense.

Personal budget limit for the house, including fixtures and fittings: We do have one, but I prefer not to comment on it yet and will wait for quotes from the construction companies.

We will discuss the suggestion of having a basement, but I am leaning more towards a raised foundation, since we have about 180sqm (1,940 sq ft) of space available.
Attached is the plot including the building envelope.

However, you don’t have a full upper floor. This means your 180 m² (1,937 sq ft) will not be fully usable, and the backfilling on the sloped site will cost a lot of money. For example, a truckload of lean concrete costs around 500 € and you will need quite a few of those. On top of that, there will be a large amount of topsoil and earth.

The basement facing the garden can also include living spaces. Modern basements have nothing in common with the damp, dark, oil-smelling cellars of the past.

I understand that the upper floor is not a full storey. Otherwise, the floor area would be larger. I estimate about two-thirds for the upper level.
