You can hear noises everywhere, even in the forest. Whether something is disturbing is another matter. Inside the house, it will definitely be quiet.
Most likely, the neighbor will be more of a disturbance. The nearby road also doesn’t seem very busy.
I recommend visiting a city.

On the topic of disturbances, the deer always eat all the plants. I hope a fence of standard height will help.

25x20 = 500m² (5380 sq ft) <> 600m² (6460 sq ft) from #1. Don’t you know your plot?

As mentioned in #1, there is no development plan. A 3-meter (10 feet) setback from the boundary applies, but the garage may be built on the boundary line.

The difference comes from a narrow strip that leads to the main road but is not useful for building.

As I said, I don’t live in a traffic-calmed area. Over 8,000 vehicles pass by each week, right on the main road, not like you who are a bit further away.
When I’m outside, there is less traffic.
Then I can enjoy the light and air.

You have a terrace that has its advantages on days over 35°C (95°F). On the other 350 days, there is a lack of light. Additionally, a large part of your property is cut into on the east side of the house.

Shift everything to the east and rotate the rooms by at least 90 degrees.

Place the garage next to the neighbor’s and position the house so it gets plenty of sunlight. You can reduce noise with fences and hedges. You will hear the cars anyway, no matter how you position the house. But I can promise you that after a year, you won’t notice it anymore. We have a railway track behind our garden. I don’t even register the commuter trains anymore, and they are definitely louder than a car.

Regarding the office: we don’t have a dedicated room either. We simply placed a wall so we can tuck the desk behind it. It’s basically between the living room and kitchen. That’s more than enough. I would also skip a walk-in closet and instead integrate it with shelving systems and partition walls in the bedroom. That saves space you absolutely need for other things.
Because what you’re constantly overlooking is the lack of storage space. Where will you put all your stuff? The attic takes up quite a bit, but a lot of what you use weekly needs to be downstairs.

Your budget for the house is really tight. You will have to do quite a bit yourself. The additional costs can add up quickly. Just building electricity, connection fees for water, electricity, and internet. The sewage pump. The pipework for rainwater and wastewater. These are all small individual costs, but together suddenly 50,000 euros (about 54,000 USD) can disappear.
