ᐅ Sealing collars for pipe penetrations?

The heating engineer simply cut holes into the OSB panels for the pipe penetrations and then sealed everything with silver tape. Shouldn't proper sealing collars have been used for this, or am I being too strict?

In which building component are the OSB boards located? Proper waterproofing is necessary for an exterior wall or in bathroom or kitchen areas. It is not required for partition walls between rooms.
