ᐅ Waterproofing of the building envelope

We are building on a hillside.
The lower floor is partially below ground level.

All retaining walls in contact with the soil are made of 20 cm (8 inches) concrete with 12.5 cm (5 inches) insulation.

In the photos, the bottom edge of this wall can be seen from the inside.

Is waterproofing required here, or would it be recommended?

According to the architect and the structural builder, this is not necessary.

We would appreciate your feedback.

Hopefully, it was waterproofed from the outside.

As a layperson, I would say that the architect and the structural builder are probably correct.
