ᐅ At what height is scaffolding mandatory? – Looking for expert advice.

I’m not 100% sure if this question belongs here, but I didn’t know a better place.
We are building a house with a basement, our neighbors did not want one. Now our basement is completed, and the neighbors should actually be starting soon, but it looks like they will finish our ground floor first. However, without compacting the soil, they can’t set up scaffolding, right? Or from when exactly does scaffold work need to begin?

toxicmolotof7 May 2018 19:23We had scaffolding set up when the external thermal insulation composite system (ETICS) had to be installed. The entire shell of the building (including the flat roof) was completed without scaffolding. Whether that was allowed... I don’t know.

Tinkertell18 May 2018 11:11I haven’t received any information from the site manager directly, but I was able to get help from another source. Work above 2m (6.5 feet) is only allowed with scaffolding.
