Hello,
we are currently building a house and wanted to have two bathrooms. For cost reasons, we planned to fully complete only one bathroom initially and only do the basic plumbing installation in the other.
My plumber now tells me that he has not been allowed to do this since 2011. Does anyone here know if this is correct or if there is another option, such as shut-off valves?

That would be new to me... in my opinion, your plumber’s refusal must have other reasons.

We handle it so that the rough installation is prepared, and the homeowner can carry out the finishing work later—provided their budget allows for this investment.

If this was no longer allowed, no builder would offer, for example, an "expansion-ready" attic, or do you think they/we would be risking trouble?

Thank you for the quick response.
I will ask him again why some are still allowed to offer as expansion-ready but he is not.
