A few weeks ago, the construction work (exterior wall insulation and new windows) on the house where I rent was inspected and accepted by the architect and the property management.
Apart from the fact that the result is far from attractive, wasps have now started nesting in the insulation, making the use of the balcony quite stressful due to their increasing presence. Okay, the wasp problem should naturally resolve itself in autumn, but both my landlord (the apartment owner) and I are wondering whether the result (see photos) is acceptable, and we would appreciate your opinion.

Unfortunately, the property management is the main point of contact for the tenants here and is rarely willing to take action. My landlord would like to respond immediately, but because the facade (including insulation) is part of the common property, her hands are tied.
A few wasps wouldn’t bother me, but the number constantly crossing the balcony is definitely too high. Therefore, I called the local environmental protection authority this morning and received a list of companies that hold a so-called general permit to assess and, if necessary, relocate the wasps.
According to the tenants’ association, the costs for assessment and relocation must be covered by the property management from the owners' reserve funds and must not be passed on to tenants through operating costs.
I believe that once the other owners share these costs, they will also take action and ensure that the construction work, which has already been approved by the architect, is properly corrected. Unfortunately, my landlord cannot handle this property manager alone.

Common property: Here, the owner can document everything with photos and request remedial work from the management. A property manager is not omnipotent; as an owner, I would definitely demand that no further waterproofing be done unless the method of repair, especially concerning the building’s waterproofing, is included as an agenda item at the next meeting. This can be arranged fairly quickly since meetings have not been possible so far.
I would not involve NABU (Nature And Biodiversity Conservation Union) in wasp control. I have never seen a pest control professional relocate wasps other than to their final resting place. Where else would they relocate them to? Control measures would then cost significantly more than roughly a good hundred, which would not please the owners.

Regarding the next meeting: besides her, only one out of seven total owners is willing to take measures to prevent potential damage. All the others are turning a blind eye and deaf ear just to avoid paying - a classic case of faulty calculations.
After informing the property manager that I would handle the removal of the wasps and send her the invoice, she took immediate action.
