ᐅ Replacing windows?

We are currently in the process of buying an old house, and everyone seems to have a different opinion about the windows:
They are 2-pane glazed wooden windows, 23 years old. They have never been maintained or painted. Normally, such windows have a longer lifespan than just over 20 years, so we are wondering whether they need to be replaced or if repainting and restoration would be sufficient.
Oh, and we do not plan to add any additional insulation to the facade.

Please arrange an appointment with a carpenter who also offers window fabrication. The windows might still be in good enough condition to use for the next 20 years. If necessary, the carpenter can adjust the frame groove to fit the glass width.
