Hi,

today a wastewater pipe that was damaged by a drill hole was repaired by a plumbing company. The wall was opened by the tradesperson, a piece of white plastic was glued onto the black plastic pipe, and then a generous amount of adhesive was applied over it. In my opinion, this is a reinforced concrete wall (built in 1985). After sealing, a piece of wallpaper will be glued over it again. The hole has a diameter of about 30–40 cm (12–16 inches).

My question now:
how should the substrate of the open area be pretreated (primer?) and what kind of materials are needed for sealing it? Any other tips?

Use plaster mortar, which is also available in 5kg (11 lb) bags at hardware stores. Moisten the edges of the hole beforehand, apply the plaster, and let it dry slightly. Then smooth it with a float while still wet, and finally finish with a trowel. You do not need to prime the rough area; wallpaper paste is sufficient.

Is it possible to get plaster mortar reasonably smooth?
I was thinking maybe putting filler compound over it.
But that’s more work. This is the boiler room... it doesn’t have to look perfectly smooth.

No, it doesn’t have to! A finishing trowel will make it smooth enough. Something like an older eel.
