we removed the old wooden deck and now I’m looking for a low-maintenance, affordable solution (preferably DIY). We previously had mouse nests underneath (which I never want again!). The construction height should ideally be 18cm (7 inches), and the whole setup shouldn’t be too heavy (on top of a garage ceiling). Currently, there is only a bare glued membrane on the concrete slab.
I would be very grateful for any expert tips.

"Mouse-free" outdoor installation is only possible
a) through a composite construction (not feasible due to the existing roofing membrane), or
b) with raised supports (wood, plastic, or cement bags) combined with a tightly fitting wire or metal profile on the sides.
This already answers the question:
Sleeper beams (for example, resting on cement bags) with a wooden framework or WPC decking on top.
Special construction:
Loose-lay PVC tiles with side dovetail locking, e.g., GTI tiles from GERFLOR.
