ᐅ Replace cold water pipes in the condominium. Lower the ceiling!

Hello everyone,

I am planning to buy a condominium (apartment 30 m² (320 sq ft)). Currently, in this multi-family building (estimated to be about 80 years old), there is a plan to renew the cold water pipes including the drinking water pipes in every apartment. Surface-mounted!!! The costs of around €50,000 are to be taken from the maintenance reserve fund and partly financed through special assessments.

Of course, each owner can decide to have the whole thing done flush-mounted, at their own expense. I have no experience with this, but I would say that the entire bathroom and the kitchen behind the kitchen units will have to be opened up anyway. Right? And what do you think, how much extra in euros would it cost if you have everything done flush-mounted? I am currently calculating seriously whether buying the apartment is still worthwhile if I have to retile the entire bathroom. Fortunately, the bathroom and the kitchen units are located “at the front” of the apartment. I assume the pipes come from the hallway?

What else is in the apartment: old building and night storage heating. That thing would be removed and at least a modern electric heater installed, since night storage tariffs are no longer available where I live. But I also want to lower the ceiling because of heating costs. The building has wooden beam ceilings. Can I achieve a significant improvement in impact sound insulation with a lowered ceiling? What costs would you expect for a 30 m² (320 sq ft) apartment if I were to lower the entire ceiling by about 1 m (3 ft 3 in) with insulation? Assuming 100% self-labor.
