ᐅ Removing oil-based paint from the wall

We are currently preparing the apartment in our parents' house.
The old wallpaper has been removed from the wall. Underneath, there is an oil-based paint visible.
What is the easiest way to remove this from the wall?

I would recommend a surface planer, for example the Eibenstock EOF 100.1 (with a carbide disc). You can adjust the milling depth in 0.1mm (0.004 inch) increments, so the material removal is limited. Use a proper vacuum cleaner (Class M/H) with it. This makes the process quick and clean. I have done this myself as well.
