I have removed a floor covering from the 1970s in several rooms, which had a type of fabric on the underside, possibly jute fabric. After removal, large areas of fabric residue remain on the screed.

What is the best way to remove this fabric? Is there a chemical solution?

The next step will be to glue down parquet flooring, so it is important that the screed has as little dirt/residue as possible.

Sanding. I believe stripping won’t work. Possibly apply leveling compound on top if the floor is uneven anyway.

Not chemically, only mechanically.
There are so-called strippers for this purpose, which you can rent from a professional supplier. Small remaining residues can then be removed with a small electric chisel—I’m not sure what the exact attachments are called at the moment.
I had one from Bosch. Vinyl residues are very stubborn. You can hope that this mesh will be easier to remove.

Don’t be too quick to do that. Leveling compound requires good adhesion. That wouldn’t be guaranteed on the remaining residues.
