we have looked at a shell construction, which generally looks very good so far. However, some things are still unclear.
- Semi-detached house, approximately 120sqm (1,292 sq ft) of living space, built in 2009 to KfW 60 standard.
Built so far: exterior masonry including insulation (type of insulation unknown), roof including glazed roof tiles, fully double-glazed windows, solid walls on the ground floor, all utility connections are in place (water, gas, electricity, telecom, sewage, rainwater) and electrical cables are already installed in the walls.
Missing: upper floor walls, upper floor ceiling, plastering, screed, heating system including piping, bathrooms/tiling, front door, and all the other smaller finishing work.
As mentioned, it was built to KfW 60. The exterior of the building is completely finished; maybe just 2-3 electrical outlets, the front door, and a light fixture are missing.
My questions:
1. Do I need to apply for a new building permit/planning permission? Or is that only necessary for exterior work?!
2. If a new permit is required, what changes are there at all from the old KfW 60 standard to the current KfW 70?
3. What do I need to do to qualify for a low-interest KfW loan (the loan that all new builders get)?
4. Is it still possible at this shell stage to plan for a central ventilation system with heat recovery? I definitely want to prevent mold and similar issues. Could this perhaps be a way to still qualify for the KfW loan?!
5. What costs should I expect approximately to make the building move-in ready? The real estate agent/seller is talking about 50,000-75,000€ for the interior finishing including wallpaper, floors, and kitchen. I find that estimate somewhat optimistic, since the entire (underfloor) heating still needs to be installed, all sanitary installations are missing, all interior doors, the staircase, and of course the major work (building walls – materials already available) as well. Rough calculations on my side suggest closer to 90,000€. At that point, the whole project no longer seems financially viable.
6. What would an expert surveyor/report cost approximately? He should inspect the current state (was everything done properly, is the building now dry and sealed) and provide an estimate of the actual costs to complete. I don’t need a large official document, just someone for 2-3 hours. What should I look for to find the right person for this?

First, I would focus on a few very basic questions:
1. The shell construction since 2009? So, an unfinished building standing empty for between 5 and 6 years?
2. If point 1 is correct, then the question arises why no other interested party has wanted to buy the property so far.
3. Has a building surveyor inspected the property and documented any possible damages? "... Looks very good so far..." in my opinion is somehow not quite sufficient here. ;-)
