This is my first time using the forum. I’m not entirely sure if this post is in the right section.
Situation: Last year, we bought a terraced house from a developer. As usual, there were some difficulties here and there, but overall the construction went well.
Regarding the energy performance certificate, thermal insulation verification, and so on, it was quite challenging. The handover took place in December 2020, but we only received the documents in April 2021 after multiple follow-ups. From a phone call with the energy consultant, we learned that due to COVID-19, he did not supervise the construction on site and relied solely on the construction management’s statements. (For instance, he was unaware of any subsequent changes.)
Since communication was not one of the construction management’s strengths, we can imagine how that went 🙂
We have some questions about the energy consultant’s documents and suspect that some values might be incorrect.
My question: Is the developer obliged to answer my questions, or have they fulfilled their duty by simply preparing and handing over the documents?
Note: We sent our questions to the energy consultant somewhat blindly. His response was clear: he will not answer our questions and asked us not to contact him again.
