I just moved into a rental apartment that already had insulating wallpaper on two interior walls (about 5mm (0.2 inches) thick or more), over which I applied textured wallpaper. The landlord told me that the insulating wallpaper should remain.
Now I’m wondering if I can hang pictures on the wall and therefore make drill holes and use wall plugs.
Is this allowed or generally unproblematic, or would it be better to avoid it? Could it possibly cause issues with the dew point, mold, etc.?

So your concerns are valid, but with 5 mm insulation wallpaper (I’ve used it in projects several times), there’s no need to worry! Nothing can go wrong!
