It depends on the questions being asked. You as a private individual can also submit an inquiry regarding the plot. The difference between informal and formal requests in Saxony is unknown to me. There, I only know of one type of preliminary building inquiry.
And no, written approval is not required. Not even for the building permit application, although it may be requested by the authorities.
