Some friends of mine want to build on a relatively small plot of land. It will be a house with a granny flat (accessory apartment) for the parents. However, the plot is so small that they cannot comply with the required minimum distance of 3m (10 feet) from the property line.
Who do I need to ask if I want to build closer to the property boundary?
Is a written permission from the neighbor sufficient?
Do I need a permit from the local authority (building permit / planning permission)?
Maybe someone knows and can give me a quick answer.

Anyway... You don’t do anything on your own. You surely know that a building permit is generally required, right? The house plan is created by the architect, who also has an overview of what is actually possible. There are quite a few factors, such as neighboring buildings, that play a role. And who knows, maybe you won’t get the 10 x 10 meter (33 x 33 feet) villa on the plot, but the 8 x 12 meter (26 x 39 feet) house might fit. 😉
In any case, an experienced person needs to find the space and convince the building authority.
How wide/big is the plot? You surely have a site plan or something similar?
