Hello everyone, we are planning to build a house (like probably many here ;-))! We have found a plot of land, but unfortunately the development plan has changed, and we can no longer build the house we had already planned. Therefore, we are revising our plans and are open to all options again. We had originally decided on a solid (masonry) house, but now prefabricated houses are also being considered again (due to the construction time).

The prefab house-goes-faster myth seems impossible to kill. What exactly has changed in the development plan? Before considering a redesign, I would first check the chances of being allowed to build as an "exception" within the previous framework. I’ve heard there are some reasonable municipalities in MYK.

Changed from 2 to 1 full storey. We originally wanted to build a town villa, but that no longer fits. A solid masonry house is actually our preference, but if a prefab house could be finished significantly faster, we could consider it (mainly for financial reasons related to the home builders’ grant). The plot is in the Bad Ems area, do you have any experience with exceptions there? Thanks in advance!

Not specifically, but the administration in Rhein-Lahn is known to be somewhat more complicated than in MYK. However, Mr. Herz and Mr. Hirn seem to be assigned rather arbitrarily across the building authorities, so with some luck you might encounter understanding people there.

The "assembly time" for a prefabricated house is naturally faster. However, this doesn’t help if you have to wait a year before your house is manufactured in the factory. In that case, solid construction might actually be quicker, provided that the shell construction can start promptly. So: obtain quotes including an estimated schedule and then compare.

Old zoning plan: 2 full stories; new zoning plan: 1 full story. This change was not made without reason (see separate document "Explanation of zoning plan xxx," which may be attached to or referenced in the text section of the zoning plan). Why should exceptions be approved in such a case? Otherwise, the zoning plan wouldn’t have been amended in the first place.
