Hello.
I hope this is the right forum for my question.

How should the stairwell in a new multi-family building be properly ventilated?
In the attic (from ground floor, upper floor) there is a window that opens electrically.
It can only be opened with a special key.
When it is closed (which is almost always the case), the air in the stairwell is stagnant.
To avoid mold and improve the air quality in the stairwell, the upper window would need to be opened to create airflow between the entrance door and the upper floor.
However, this window (a fire protection window) is not easy to open.

Question:
If the upper fire protection window is opened to create airflow, would this violate any regulation?
Or why is such a window equipped with an electric opener?
Could there be issues with the fire protection insurance if the window is kept open?
The airflow would ventilate the stairwell well.

In case of fire, this window should (or must, depending on the local building code/planning permission) open automatically. This allows smoke and heat to escape and hopefully keeps the stairwell as an emergency exit usable. There are minimum requirements for the clear opening area of the window.

Ventilation is separate from this function; it just should not allow rain to come in.
