Well, it has to do with the quality of the plaster. The question is what was agreed upon with each trade?
I assume Q2 finish for the plaster (looks like it) and sometimes a white matt finish with the painter (looks like it).
If no preparation for smooth walls was agreed with any of them, then none of them did it.
By the way, this is how it looks in parts of my upper floor where I didn’t sand well.
On the ground floor, I had painter’s fleece wallpapered (or had it done). There I have nicely smooth walls and ceilings. I did all the painting myself.

I think that was exactly our mistake.
The plaster is Q2, and the painter just painted over it.
Can you tell me if it’s still possible to fill and sand it afterwards, or is it now a problem?

This could also be a service delivered exactly as ordered. From the photos, I can’t initially identify any defects.It’s not about a defect.
I just want to find out what happened and then have it corrected at my own expense.
I suspect that no additional filling and sanding were done.
Now I’m wondering if the painter can still do that.
