Even in the evening, even during twilight when the photovoltaic system isn’t producing electricity? Yes, it is refined, but it would fit into the agenda of the Green Party and the SPD. Only the FDP might have some objections.

Saunas and solariums are acceptable. It’s completely arbitrary. Outdoor pools are usually not heated privately during winter anyway. Considering the costs, everyone will turn off the heating regardless. The current proposal also affects heat pumps for pools and, strictly speaking, also solar collectors. It’s purely red/green symbolic politics. Savings are marginal... Oil is probably currently the cheapest heating option.
