ᐅ Landing in front of the main entrance and height levels of balcony/terrace flooring

we need to decide how our exterior stairs (which lead to the main entrance) should be constructed.
Since we have a floor buildup of 16cm (6 inches) inside, this means we automatically have this height as a step on the outside.
Now we are unsure how to plan this. Should the entrance to the interior be flush or at the same level as inside,
or should the stairs be at the same height as the landing with one small step right in front of the entrance door to level out at the door again?
According to our stonemason, the stair covering is 6cm (2.4 inches) thick (3cm (1.2 inches) tile and 3cm (1.2 inches) mortar).
How would you recommend covering the terrace or balcony? Here, too, we would have to compensate for the 16cm (6 inches). With WPC decking, that should not be a problem with a substructure.
If we choose terrace slabs here, I don’t think I can put 10-12cm (4-5 inches) of gravel on the concrete slab. That will probably be too heavy.
I hope it’s somewhat understandable what I mean. My wife would like to walk level into the house at the front door as well as around the terrace/balcony.
I am unsure whether that is feasible or even makes sense since the terrace is facing south and then turns left around the corner to the west side (rain, etc.).

The flat roof guidelines also apply to terraces, meaning they are not allowed to be built flush with the ground. At a minimum, a drainage channel must be installed in front of the door to prevent driving rain, melting snow, etc., from flowing inside. Additionally, there must be a slope away from the house.
