ᐅ Applying plaster over existing plaster: Is it possible? Any experiences?

We plan to replaster our gable wall because the previous owner applied stripes to it (timber frame effect). The current structure is a 36 Poroton wall with added gable insulation (west side) consisting of 4cm (1.5 inches) styrofoam, mesh, mineral plaster, and Weber silicone resin paint 411 top coat. An acquaintance believes that I should apply new mesh, as the new plaster won’t adhere properly to the silicone resin paint. I would only like to replaster the facade and repaint it. Could someone advise me whether I should apply mesh or if just the plaster will be sufficient?
