Hello, does anyone have experience with which option is better?
Having the house plans drawn up by an architect and then giving them to the builder,
or leaving everything entirely to the builder?

What are realistic costs for an architect?

In the last conversation with the builder, they said they could also create a plan, which would cost about €4000 (approximately $4,400), but this would not be charged if I ended up building with them.

Energy Saving: New Buildings Often Do Not Meet Calculated Standards

The Association of Private Homeowners (Verband Privater Bauherren) raises concerns: According to a recently analyzed survey by the consumer protection association, homebuilders in Germany do not receive what they pay for! This conclusion is drawn by the Association of Private Homeowners after reviewing all energy calculations for new buildings conducted last year. Nearly 60 percent of these certificates, prepared according to the Energy Saving Ordinance, contain calculation errors, and in two-thirds of the cases, incorrect assumptions are used in the calculations—resulting in inaccurate outcomes.

However, even if the calculations are correct, the Association of Private Homeowners points out problems with the technical construction execution:
Turnkey contractors use different materials at over 54 percent of construction sites than those stated in the calculations. Quality is compromised; thinner or lower-quality insulation materials are applied than specified—and paid for by the customer.
Forty percent of all houses do not comply with the Energy Saving Ordinance requirements after building approval. More than half (53 percent), although publicly funded with subsidies such as those from the KfW bank, do not meet the funding conditions! The Association of Private Homeowners fears that homebuilders might even risk losing these subsidies, despite having invested significant amounts in the mandated energy-efficient construction in good faith.
