Hubertus-130 Apr 2013 11:21You do not need a building permit / planning permission for any type of heating system. Why does the neighbor want the consent declaration, just asking?

No building permit is required for heating systems; however, an application is necessary if you want to apply for a subsidy. Wood-burning systems with central heating function are supported by various local authorities, and there are application forms for this, which are unrelated to a building permit.
Since local authorities have the final say in construction matters, it is advisable to simply call your local authority and ask if you are unsure.

That was exactly the case for us as well. Our heating system was also converted to pellets, and I did not need a building permit / planning permission. However, there was funding available from the local authority, and I applied for it. Everything went smoothly.
