I spoke with the local authorities. The plot in question is 5 m² (54 ft²) in size and belongs to them. I can either buy it for €58 per m² (per 10.8 ft²) plus notary fees or have a right of way registered for around €100. They would contact me when I submit the building permit / planning permission application because it would then be noticed.
