We just visited the construction site, and currently the exterior walls on the ground floor are up – everything is still in the shell stage. For our kitchen planning, we assumed a countertop height of 94.5 cm (approximately 37 inches), which is what we would like to have. Of course, we passed this on to our shell construction company.
Now we measured: from the floor (no screed yet, just bare concrete) to the top edge of the masonry window opening is exactly 100 cm (about 39 inches). We don’t really know the detailed structure of a window and how high it will end up being in total.
Do you think these measurements will work out so that the countertop will finally be at 94.5 cm (37 inches) height? We will have underfloor heating and the floor buildup is about 16 cm (6 inches).

No, this won’t work reliably as is.
Have your company calculate the FINISHED sill height without the windowsill, and also determine how high the window frame will be from the sill to the bottom edge of the window sash. And get this in writing.
Right now, you will have about 84 cm (33 inches) sill height (bottom edge of the windowsill). If tiles, parquet, or similar flooring gets a bit thicker, this can quickly drop to only 82 cm (32 inches).
For a desired working height of 94 cm (37 inches) and a countertop thickness of 4 cm (1.5 inches), a finished sill height of 90 cm (35 inches) would be ideal.
