ᐅ Parapet height above pool edge

Hello,

for balconies, a guardrail height of 1 meter (3 feet 3 inches) is usually required to prevent falls. Assuming the balcony is a water-filled basin with a wall 1 meter (3 feet 3 inches) high, would that wall also serve as a sufficient guardrail?

But probably measured from the base of the basin (also), I would think.
