In one bedroom, we will be applying glass fleece to the wall. Before that, it will be skim-coated with Knauf surface filler. Is it possible to paint this glass fleece with dispersion silicate paint (in our case Caparol Sylitol Interior Silicate), or will it not adhere properly?
Alternatively, we would only skim-coat the room (Knauf surface filler). Is this a suitable base?

Gypsum is also mineral-based. It just isn’t alkaline.
What kind of plaster do you have there? Is it lime plaster?
I think you’re putting too much effort into this. Don’t stress too much. If you just smooth out the damages and uneven spots, then apply a vapor-permeable painting fleece and paint with a dispersion silicate paint, and later ensure proper ventilation, you will 99% avoid any problems.
