ᐅ Individual Electricity Meters – Electrical Setup for a Three-Unit Multi-Family Building

Hello everyone,

I have a question on behalf of my grandfather.
The situation:

My grandfather owns a multi-family house with 3 units. He lives in the main house and has rented out 2 apartments.

The house was fully renovated in 1976.

Now to the problem:
In the main house where he lives, there is an electrical panel with a meter, and each apartment also has its own electrical panel, but without meters.
There is a main power line going to each apartment.
Currently, he pays for all the electricity and charges the tenants a flat fee, which often causes issues.

Now the question:
Is it possible to install electricity meters in the two other panels? And who would do that, the utility company?

I would be very grateful for any feedback.
