ᐅ Outdoor Area – Neighbor Already Has a Wall

Hello,
we plan to start work on our large outdoor area this year.
We are already in talks with a landscaper and aim to begin in May.

Our neighbors have already bordered their property with a retaining wall made of concrete blocks. See picture!
Their outdoor area is fully built up and finished, and has been for some time.

Now we wonder if we can simply work against the neighbors’ wall—that is, level the ground normally and sow grass? Or do we definitely need to clarify this with them first? What issues could arise?
The neighbors are friendly, and we will definitely discuss this with them before starting, but we wanted to ask in advance if anyone here has experience with this. What might they demand in a worst-case scenario?

Take a look at this picture. The garage is definitely much higher than what is allowed in Rhineland-Palatinate (RLP).
The garage's gable roof is as tall as their adjacent house. And now they also want to add a carport in front of it.

Well, then you don’t need to sow grass first, only to remove it again later.

You need to check the zoning plan / development plan for that.

RLP: For buildings on the boundary, garage: maximum ridge height 4 m (13 ft), maximum average wall height 3.20 m (10.5 ft) measured from the original ground level.
