Is it possible to have a blurry image? You can see every pore like this. Joking aside, please take a proper picture (or pictures). That way, it’s easier to make a judgement. Of course, a description of the floor construction wouldn’t hurt either.
Where and what type of impact sound insulation do you expect or assume? Or what did you pay for it?

@bauenmk2020 unfortunately doesn’t work, the autofocus always focuses incorrectly. Sorry. Yes, the structure is quite thick, but there is always a dull sound when stepping. Yes, the cable is actually just lying there loosely.
@netuser I think it’s some kind of laminate. Unfortunately, I am only a tenant and can’t assess it precisely. Would an integrated impact sound insulation still cause a dull echo with every step?
@ypg and @Mycraft – sorry, somehow it’s not working better because of the autofocus. I already took about 20 pictures of the “spot.”

This is not due to the autofocus, as it is not focused on anything. It is because of the short distance; a regular lens, whether on a phone or a DSLR, can’t manage that. The question is why you set it up like that in the first place. Perhaps you should read the camera manual once... 😉
Use a greater distance! Or a macro lens 🙂

Or use the smartphone camera to get closer and tap on the spot you want to focus on. Otherwise, increase the distance as @ypg correctly mentioned.
If the cable runs directly under the floor, this could negatively affect the "walking feel" as well as the durability of the cable. However, I would first check exactly what type of cable it is, to make sure it’s not carrying any voltage.
