Yes, but there are plenty of click systems that you, as a layperson, can easily glue together. Vinyl is plastic, containing plasticizers and other harmful substances. If you want something good, you’re looking at real wood planks, which are more expensive. I would go for those right away.
With a limited budget, laminate is the better choice.
Regarding the quote: a professional can install 80m2 (860 sq ft) of flooring in one day. That means around 700 euros labor plus materials.

Don’t let anyone put you off vinyl
We paid a total of 58€/m² (about $60/m²), and for you it’s 60€/m² (about $62/m²) if I calculate including tax, so if that covers EVERYTHING, that’s fine.
(sanding the screed, leveling where necessary, adhesive, flooring, baseboards, etc.)
