ᐅ Is the offer for an air-to-water heat pump including underfloor heating acceptable?

Hello everyone,
I have received a quote for the heating system.
The house is about 140m² (1507 sq ft) plus a basement. In the basement, all rooms except the technical room (about 20m² / 215 sq ft) are heated with underfloor heating.
Vitocal 200-S AWB 201.C10 7.7 kW
300-liter (79-gallon) domestic hot water tank
The price is approximately 28,400€.
The price includes underfloor heating, air-to-water heat pump, storage tank, and full installation.
Is this price reasonable?

What kind of information would be needed?
I’m not looking for an exact counteroffer.
If you check online for comparison prices, the heating system plus storage tank is available from around €7000 (about $7500). Even if the general contractor is selling it now for €10,000 (about $10,700), I could still accept that.
But for 180m² (about 1,940 sq ft) of underfloor heating plus installation, that would be €18,000 (about $19,200).
That seems clearly too expensive to me, as it does for others as well.

We will not really get a comparable quote for this. We can only try to negotiate or switch providers...
Another provider, offering a similar house size and basement, has the same air-to-water heat pump including underfloor heating for a regular price of 17,950€ (about 19,800 USD).
Thanks to a promotion, it is currently available for 10,550€ (about 11,600 USD).
However, this is not our preferred provider...

To avoid any misunderstandings:
These are the heating positions from two general contractors (GCs) in an initial offer. Since a house is not made up of heating alone, I cannot base my decision solely on the price difference of this single item 😉
I mentioned Offer 2 only to show Koempy that there is another provider with a comparable offer in terms of parameters (house size, heating). Unfortunately, Offer 2 has other factors that make its overall concept less convincing. However, before entering into concrete price negotiations with Provider 1, I like to gather information in advance so I don’t embarrass myself 😉
