ᐅ No Internet Access in the New Housing Development – DigiNetz Act?

Hi everyone,
we have the opportunity to purchase a plot for a semi-detached house soon. The plot is located in southern Bavaria, in a district of a county town with just under 20,000 residents.
During our first meeting (plot selection), it was mentioned in passing that the internet provision is not yet established or clarified. It is a new development area with 17 plots plus 2 apartment buildings.

On the BMVI website, the DigiNetz law is promoted. It states that “when developing new housing areas, the simultaneous installation of fiber optic cables is always guaranteed.”

So far, I have found out that the regional electricity provider apparently installs empty conduits for fiber optics up to the house during the development phase. However, it seems that no one intends to activate the connection.

I can’t really make sense of this. Is it still imaginable in 2021 that a new development area has no internet? What options do I have to put pressure on the city regarding this?

Yes, it is possible that it takes some time before internet is available in a new housing development. First, fiber optic cables are installed, and then an internet service provider is sought or established, or...
There are many ways to put pressure on a city, but that usually won’t help. I would rather check with the major providers and possibly local ones to see what plans they have. It can take a while to find the right contact.

If the mobile internet connection is adequate, that may be enough as a temporary solution. Once fiber optic cables are installed, providers are generally very interested in offering broadband services for a fee, since the biggest investment has already been made. If cable TV infrastructure is available, broadband internet is usually offered through that as well. The risk of being left without any connection is low.

Maybe check with the telecom company. They have a hotline for builders.

With 17 people, definitely a dedicated line would be worthwhile.

No, unfortunately cable is not available. Otherwise, that would be fine for me.

From what I can see, water supply and sewage are already finished. I can’t really judge anything beyond that. But they are working hard there every day.

There are many ways to pressure the city, but that probably won’t help. Instead, I’d suggest asking the big providers and maybe local ones what their plans are. It might take some time to find the right contact.

Once fiber is installed, providers are usually very interested in offering data plans over it since the biggest investment has already been made. If cable TV is available, broadband internet is usually offered through that as well. The risk of being left without any connection is low.
Unfortunately, according to the electricity provider, they only install empty conduits for internet/fiber optic but no fiber itself. Cable looks poor as well...

I have thought about that too. Apparently, you can get FTTH here for only €15,000 😳.

What still doesn’t make sense to me is that the ministry talks very confidently about this. But in reality, it’s a dead end – can that really be true? 🤨

Maybe you could start a community initiative together with the other homeowners and refer directly to the claim made by the ministry. Perhaps you can also involve some local politicians and the local newspaper… though unfortunately, it is time-consuming. But if the claim comes from the ministry, I would contact the ministry directly.
(It’s not hopeless. I was once a member of an initiative that opposed handing over a large part of a public botanical garden to a high court. We were successful to the extent that in the end, only small extensions and densification were implemented as a solution.)
