I have the opportunity to submit an offer for a plot of land that is actually quite nice – fairly large (870 sqm (9367 sq ft)), quite flat, about 20 minutes outside the city. However, the development plan from the 1970s includes some restrictions, and I’m not sure how much they would limit us. This is probably also why the plot is still available and offered at a relatively low price.
It’s about plot 867 from the plan. The street is below, a field path is above, and beyond that is farmland.




I’ve (hopefully) compiled all the relevant information from the development plan here. It’s overall rather brief.
Unfortunately, only one full storey is allowed. Also, a 60cm (24 in) knee wall combined with a 25° roof pitch sounds extremely challenging to me. Is it really that restrictive, or am I just imagining it to be too limiting? A garage does seem to be planned behind the house.
What do you think? Is this feasible?

- Gable end oriented toward the street
- Floor plans must form an elongated rectangle
- Building length measured along the eaves can be max. 16m (52 ft)
- Base height (ground floor level) max. 1m (3.3 ft) above the sidewalk
- Roof pitch must be 25°
- Knee wall height must be uniformly 60cm (24 in)
- Dormer windows are not allowed
- One outbuilding permitted: single-story only, flat roof only, max. 2.5m (8.2 ft) to top edge of gutter
- Fences max. 0.8m (2.6 ft)
- The entire area between the building line and the street must be kept as a front garden

I also have a photo of the back of the property. It is quite clear, I think, that the two neighboring houses do not have 25° pitched roofs. You can also barely see that the outbuilding at the back of the neighbor’s property on the left definitely does not have a flat roof.
I submitted a request to the building authority, but I need to decide on this property by the end of the week whether to make an offer, so I do not expect a timely response.

When we visited the site, the offer was already taken down again, so I assumed it had already been awarded. Only later did we find out that there was simply a lot of demand and we were given a week to submit our offer. And now I am on a business trip until after the deadline...Are there even any real restrictions? What do you want to build or what do you need?
A bungalow with 2 rooms under a pitched roof should be possible.
Looking at the neighboring buildings, exceptions seem to be allowed.
There won’t be a building with 2 full floors or a garage for the motorhome.
