ᐅ New heating system – but which one?

Good evening,

I am planning to buy my parents' house next year. It was built in 1939 and currently only has a fireplace for heating, located downstairs in the living room (basement, ground floor, first floor, second floor), which vents the exhaust directly outside from the living room. When I was a child, at least the ground floor had these electricity-consuming night storage heaters, but they were removed many years ago.

Now, since I want to move in next year and properly renovate (including internal/external thermal insulation), I would like to have a complete heating system installed before starting the internal insulation.

What would be recommended?
- Gas? (gas line runs in the street)
- Oil?

Which option is likely to be more cost-effective over the coming years? Of course, prices keep rising, but which one is generally cheaper compared to the other?

How much would a complete system cost? Everything must be new since nothing is currently there! From the burner to the radiators.

Hot water is heated by an instantaneous water heater, which should ideally run on gas or oil if that option is cheaper.

I want to keep the fireplace in the living room, of course. However, in winter it used to get so cold that the pipes in the basement would freeze. For years, my parents have been heating with propane gas cylinders and these rectangular, ugly portable heaters alongside the fireplace.
