Hello everyone!
I bought a house with land on which a gas pipeline already runs (see image, blue line). Since the pipeline crosses the seller’s property and, for whatever reasons, they do not want this, a contract was made to relocate the gas pipeline. The old pipeline is to be cut off on my property and rerouted southwards to the street (see image, red line).

On the NBB Netzgesellschaft website, tiered flat rates for gas connection and piping can be found; for 60 meters that would be 2,600€ gross.

In my case, only a new pipeline is to be installed from the existing house connection across the property to the sidewalk. For this, I am supposed to pay almost double (5,100€ and 3,300€ without excavation work), even though less work is involved. According to an NBB employee, this is because my case is considered a relocation. Unlike a new connection, relocations receive less subsidy. This subsidy seems quite unclear and hard to understand to me, as the price is considerably higher and also differs from the estimate given by an employee. She previously said the price wouldn’t differ much from the information on their website. Has anyone had similar experience? If this cannot be changed, are there other, cheaper alternatives? Since NBB is the only company authorized to install pipelines, I cannot go to another provider. Possibly I could have someone else do the excavation work, but whether I would save much with 60 meters is uncertain. Thanks in advance.

60m (197 feet) from 3 years ago, Berlin, new construction, new connection,
gas quote of 13,000€ with earthworks,
3,000€ without earthworks.
Our decision: no gas, everything electric (heating, cooking, lighting).
For 13,000€, we can heat for a long time with an air-to-water heat pump.

I don’t understand your question. If the responsible authority in Berlin says that relocation will not be subsidized, then that is the case. Why should the general public have to pay for your request?

€13,000 for a complete new connection seems very high to me; I wonder how that comes about... but the offer without excavation work looks reasonable.

And do the owners of plots 390 and 389 agree to the relocation of the pipeline?

As correctly mentioned, this applies to a new connection. For connection modifications, the initial flat rates no longer apply.
Furthermore, new connection flat rates only apply if all work is carried out solely on the property of the connection holder; crossing three third-party properties (apparently two of which are not covered by NDAV) cannot be handled with flat rates.
Additionally, the existing service line must be decommissioned and, if necessary, dismantled. This is not free of charge.

Conclusion: €5100 including excavation work on third-party properties, line safeguarding, and dismantling is relatively a bargain; I would commission immediately. Alternatively, you might first offer the property seller €4500 to register a right of way for the pipeline across their land in your favor; maybe they can be persuaded.
